Yes, that is correct. When you come out of the Arrivals Hall, turn right and a few metres along there is a window where you can buy your taxi ticket [fixed price]. They have all the local destinations on a black board behind the ticket operator. The last time we travelled from the airport to Nusa Dua the flat rate was 110,000 rupiah. Very reasonable!
