Receive a morning pickup from your Dubrovnik hotel aboard a luxury Mercedes minibus and transfer to the Croatia-Montenegro border (make sure to bring your passport). After clearing the border, you’ll enjoy a panoramic drive along the Bay of Kotor, one of the southern-most fjords in Europe.
Arrive in Perast, your first stop of the day, around 10am. Spend the next hour getting to know the 16 baroque-style palaces and 17 Catholic churches of this charming town, a city with a strong linkage to the culture and architecture of medieval Venice. Feel free to make an optional trip to Our Lady of the Rocks, a religious pilgrimage site that dates to the 15th century.
Depart Perast and continue to Kotor, where you’ll arrive around 11:30am. Situated inside a dramatic and secluded bay, this historic town has roots that date back to the Byzantine Empire. Check out the cobbled streets of Kotor’s “Stari Grad” (Old Town) and continue to the St. Tryphon Cathedral. You’ll depart Kotor around 1:30 and travel to Budva, where you’ll arrive at 2pm.
Learn about the Venetian history of this charming port city and take a stroll along its picturesque promenade. You’ll also have time to stop for lunch at one of the seaside restaurants (own expense). After your visit to Budva, you’ll transfer back to Dubrovnik at 3:30pm, crossing the border and arriving at your hotel around 6:30 or 7pm.

We couldn't get our first choice tour which excluded Budva but that would definitely be my preference! Perast is cute and interesting, Kotor is nice but I really would have liked to have enough time to hike to the top of the fort. It is not clearly indicated in town where to get up to the path and we were told by our guide that there is only enough time for 1/2 hour hike up which got me a little better than 1/2 way as I was hustling. The views from up there are amazing! By the time you get to Budva you are starving and eating at the recommended restaurant was great food but took a while, leaving little time for a walk through town which was mediocre at best.
By the way, we were fortunate enough to go early Sept which made the wait at the border much less time than it had been :
