You have touched on so many points which I thought are clearly explained in our tour content when folks book our tours, and your review points out some of the ways in which we can improve this. There is nothing we can do about the sometimes long lines and for this reason we advise the wait could be over an hour. There is also nothing we can do about the Summit closing/opening and we advise about this as well. The guided portion of the tour ends after the second floor and so there is never a guide at the summit unless a private version of this tour is booked. As for paying for the top and not going there, you are due a partial refund for this and should absolutely reach out to Viator to receive this. I am always a little sad to hear that our guests are disappointed, especially children, and I would be truly grateful for any opportunity to try to make this up to you with a free walking tour with one of our very "kid friendly" guides so that you can see what thousands before you have experienced with us, mainly our consistent 5 star experiences.
