Didn't do this tour. We were so discouraged by the one we did in Montreal that we decided not to do this one.
I have found Hop-on Hop-off a great way to see a city and learn of its highlights. However in Quebec City there were too any cruise ships that arrived on the same day and Hop-on was overwhelmed. It didn't seem like they put on extra buses as needed. We spent our time on the first level looking at the people that had gotten on and were standing, My understanding is that no one is to be standing, but we were so full they were letting people stand and since our seat faced the inside of the bus we could not see out except for straining our necks. Poor planning on Hp-on Hop-off part. People that got on did not get off as they were afraid of not being able to get back on.
The hop on hop off allowed us to see different part of Quebec City. We rode the whole route first to see the city. We then were able to get off and on to see many sites and to have lunch and shop. It is a great way to get around the city.
Like this as a way to get acclimated to a new city. Convenient and seems to hit a lot of the hot tourist spots. Good way to spend your first day in Quebec.
Inexpensive and easy way to tour- but in September, with cruise ships not even at peak, first 2 buses were full before we were able to get on. Also, our first seats had defective speakers and we were unable to get narrative. As passengers disembarked we moved around. Upstairs definitely best for viewing sights and photos.
