There are 2 routes which take just about 5 hours if you don't get off. The north route is probably the better one to do. They both give you the opportunity to get off and visit Valletta but the you probably need 2 to 3 days to see attractions properly. Unfortunately our time was limited as on a cruise. The north bus has a short stay at the Medina where there are toilets . We were strapped for time having done the south route first but then got caught in a terrific thunderstorm. Quite amusing with a waterfall down the stairs. It was still raining when we got back to Valletta so never got to see it.
AWFUL - Find another company to tour the island. Overcrowded and they do not keep to timetable.

This was our first visit to Malta and we had high expectations of what to visit. We reviewed the Hop On tour map and decided to take the BLUE route through the northern part of the country so we could visit the old city of Medina. The Hop On bus stops outside the main Port which is convenient but there is ZERO organization with respect to passenger numbers and people who bought and reserved tickets well ahead of time were not given an advantages or a different queue line from those who bought from the ticket booth on the day. What's the point of buying MONTHS in advance if there is no priority for bus boarding? The lines were very long and the buses standing room only. No air conditioning on the lower seating area and the windows didn't open. Stifling hot. We stopped at several locations on the route and the driver kept allowing more and more people on to stand. it was over crowded and dangerous in my opinion. We got off at Medina and the crowds to get on the bus swarmed the doors making it impossible to get off. Everyone was impatient and there was NO organization by the Hop On company to mange the crowds or the volume of tourists using the service. I've toured with Hop on in many countries and this was the absolute WORST. We waited 90 mins for the next bus to arrive in Medina which was already full and at least 100 people waiting to get on a bus which was full - only to be told this was the LAST BUS for the Medina stop (it was 5pm) so there was a big push to get on the bus which was dangerous and unnecessary. It took 2 hours to drive the remainder of the Blue route around the north shore and although the scenery was beautiful the majority of passengers simply wanted to get back to Valletta and the ship. I would NOT RECOMMEND the red Hop On Hop Off bus for Malta. They are way too disorganized and clearly do not have enough buses to handle the high tourist season crowds. The schedule claims buses run between stops every 30 mins but on average it was 90 mins. Totally unacceptable to cruise ship passengers who are on a schedule to get back to the ship by a specific time. SKIP THIS TOUR OPTION!!!!
We usually LOVE the hop on hop off tours. Unfortunately, this company did not have enough busses running. We waited about 45 minutes to get on our first bus from the port. We stopped in a small town and wandered around and then waited about 45 minutes or more for the bus to pick us up. In the meantime we saw at least two hop on hop off buses from two other tour companies. The second stop was Mdina. We cut that a little short because we weren't sure how long we would have to wait. We waited about 30 minutes. When you have a short amount of time on the island, it's disappointing to only have 2 stops and waste 2 hours waiting for a bus. They say they run every 20 minutes, but that was not close to what we experienced. We used the same company in Rome and were disappointed there, too. We will not book with that company again.
The hop on hop off bus in Malta was good, but there was a lot of time where we just listened to music rather than the history of the area. We would have appreciated more information and less music. The music was very enjoyable though.
Overall, a good way to see Malta, but from reading the description of the bus routes, we were under the impression we would be able to see more than we actually could given our time constraints. Additionally, it's only because we happen to stop to ask a question of a person selling the tour on land did we find out that we needed to turn in our voucher for actual bus tickets. So, not a bad tour, but the description and instructions could use a little tweaking.
This was not what we expected. We got on the first bus that was a little ways from the cruise port. We found out on the ship their were two different hop on hop off companies. One Malta City seemed to be sanctioned by the ship, and then ours. We got to the first stop fine, which was Mdina, and spent about an hour. Waited for next bus, it was about 20 minutes late, couldnt get on as it was full. Then had to wait another 45 minutes for bus. After getting on driver said it would take over 2 hours to get back to, so we just stayed on, worried if we got off, we wouldnt get back on time to ship. Got to see a lot of the country due to so much driving, but wouldnt to again.
